A ladder that is damaged or has failed an inspection should be tagged and isolated in such a way that it cannot be inadvertently used. A quick way to do this is to buy two ladder brackets and fix them to a wall in a storage area. Most ladder brackets can be locked with padlocks and with a bit of 'Quarantine - Do Not Use' signage you have ensured that the ladders can't be used and are clearly marked as such.
